2.9.8 [design] Archived banner on the work-item detail page

Design gate for 2.9.6 (MOTIR-995) — the archived banner on the work-item detail page. Extend the design/work-items/ THREE-file asset set (notes + a detail-page archived-state mock + regenerated .png).
Design:
- The "Archived" banner at the top of the detail main column — reuse the SHIPPED readiness-banner PLACEMENT (
design-notes.md~L826 /page.tsx~L317 full-width, top of main column). Decide the tone (archived is a neutral/muted state, not danger — likely muted/--el-surface-softor a quiet warn, NOT--el-danger), the lead glyph, and the status-chip treatment (reuse theBuildingInPublicBadgechip mold + the(archived)muted vocabulary). - Copy + content: the banner headline ("This work item is archived" or similar), the archived-by / archived-at line (from the
archivedrevision), and a Restore action in the banner (canEdit). - Read-only posture: decide whether the rest of the detail page signals that an archived item shouldn't be edited (e.g. dim/disable inline controls) or stays fully editable with just the banner. State the decision + rationale (mirror: archived = read-until-restored is common; but Motir archive is reversible/soft — keep it simple unless there's a reason).
- Empty/active contrast: an ACTIVE item shows no banner.
Acceptance criteria
design/work-items/three files updated together (notes + mock + regenerated png) showing the detail-page archived banner (tone, glyph, copy, archived-by/at, Restore CTA) and the active-vs-archived contrast.- Notes specify placement (reusing the readiness-banner slot), tone tokens, copy, the Restore affordance + gating, and the read-only-posture decision with rationale.
