Planning bug: an interim UI defect card was ready with four visible dispositions and no design prerequisite

MOTIR-4123 was authored as ready bug/code work that must choose and implement a visible interim disposition for the shipped /explore project cards. The repository has no design/explore/ asset and no design card defining that state, even though the plan requires every UI-touching code card to consume both. The run reached a four-way UI choice—suppress links, render an interim page, hold the directory back, or accept the window—with no visual or accessibility contract to rank the options.

The correction is submitted as plan cmtj3dynd00fshwn82yyn4npq: add the missing sibling design card under MOTIR-3875 and gate MOTIR-4123 on it. MOTIR-4123 is Blocked while that proposal awaits review.
